Java AlterClientQuotasRequest.entries.

Rebuilds each request entry. Duplicate EntityType in one entity: later HashMap.put wins. Entity order is first-seen (Java HashMap iteration is unspecified). Ops keep caller order (ArrayList.add). A remove op ignores leftover Value (Java Op value is null). Duplicate entries are kept.

Java AlterClientQuotasRequest.getErrorResponse.

Copies each entry’s entity type/name through ClientQuotaAlterationResult::error_results. ErrorMessage stays the JSON default (null); official Java also sets the English Errors.message string. Request ops are not copied. ThrottleTimeMs is written on every spoken version from throttle_time_ms (Java always calls setThrottleTimeMs). Convenience encode still writes 0. This crate speaks 0–1. This is not Self::entries / ClientQuotaAlteration::error_result leftover / AlterClientQuotasResponse::from_quota_entities.
