Build from a JSON object, which is how a /batch sub-request carries its parameters.

Non-string values are re-encoded as JSON text, matching the query-string form. This is the inverse of upstream’s JSONFromQuery (ClassesRouter.js:142-152), which parses each query value as JSON and falls back to the raw string.
