Try finding the PRDOc config in various locations:

  • $PROJECT_ROOT/prdoc.toml
  • $PROJECT_ROOT/.prdoc.toml
  • $PRDOC_CONFIG

Return a default config. This is used when no config was found or the config file is invalid
