A bounded wrapper for sp_staking::ExposurePage.
It has Deref and DerefMut impls that map it back sp_staking::ExposurePage for all
purposes. This is done in such a way because we prefer to keep the types in sp_staking
pure, and not polluted by pallet-specific bounding logic.
It encoded and decodes exactly the same as sp_staking::ExposurePage, and provides a
manual MaxEncodedLen implementation, to be used in benchmarking
