digest must identify the full durable configuration, including its authenticated voter mapping and ozzy_journal::integrity::PROFILE. Prefer ConfigurationRecord for that canonical binding. The digest is not computed from socket identities.

Initial configuration scope. Later views require the view-change protocol.

Ordered persistent voter identities.
