Struct ErrorBudget

Tracks per-category error budgets for rate-limited triage.

A budget tracks how many errors of each ErrorKind are tolerated before an action (e.g., logging) should be triggered. Budgets are decremented on each call to ErrorBudget::check; when they reach zero the call returns true indicating the caller should act.

Returns true if the budget for this kind is exhausted (== 0).
