Unified borrowed view of every constraint declared on a Model.

The underlying algebraic and explicit-SOC registries remain separate, so backends can iterate a homogeneous slice without a per-constraint branch. Self::iter visits algebraic constraints in ConstraintId order, followed by explicit cones in SocConstraintId order.
