pub fn discover( cwd: &Path, scope: AgentScope, ) -> Result<Vec<(String, AgentDefinition)>>

Discover agent definitions from global and project directories.

Search order (project overrides user on collision):

  1. Global: ~/.oxi/agents/
  2. Project: .oxi/agents/ (walks up to .git boundary)

Within each directory, subdirectory format (<name>/agent.md) takes priority over flat files (<name>.md) on name collision.
