Struct BtcVarInt

A Bitcoin variable-length integer as defined in the Bitcoin protocol. Values 0-0xfc are a single byte; larger values use a prefix byte (0xfd, 0xfe, 0xff) followed by 2, 4, or 8 little-endian bytes.
