Calls DnsPolicyAssociationService.

DNS policy associations: which DNS policy a VPC’s resolver relays through. A VPC has at most one; without one, it relays through the project’s default DNS policy in its region (see the VPC’s dns_policy). An association’s id is the id of the DNS policy it names, so a client that knows the VPC and the policy names the association without listing. To move a VPC to another policy, delete its association and create another.

Associates a DNS policy with a VPC. Refused with FAILED_PRECONDITION when the VPC has a DNS policy association. The operation is done once the change is recorded; the VPC’s resolver applies it within seconds.

It answers with an operation to wait on: Operation::wait returns the DnsPolicyAssociation once the change is done.

Removes a VPC’s DNS policy association: the VPC relays through the project’s default DNS policy in its region again. The operation is done once the change is recorded; the VPC’s resolver applies it within seconds.

It answers with an operation to wait on, which has no result: Operation::wait returns once the change is done.
