Host ceiling for one continuous Agent turn.
An absent ceiling means that normal progress is not stopped by an arbitrary number of model or Tool exchanges. Per-Run limits from Agent Protocol are intersected with these Host ceilings when either side explicitly supplies one. Deadline, token, cost, cancellation, and terminal-state checks remain independent continuation boundaries.
