Search capability derived from model availability. Keyword search never depends on models (RFC-007: works with zero models installed).

Two variants, not three (Task 128): orbok has no reranker a user could ever have (Task 040 kept CrossEncoderReranker as a documented seam, deleted the only wiring to it), so a HybridWithRerank tier and the function that derived it existed only to feed a Models page line that named a feature which did not exist. Removed with that line, not kept as a seam: unlike the reranker contract, nothing here is an intentional insertion point for later, it was this enum’s own dead branch.
