Scan an individual file for security issues.
Delegates to the configured CodeScanner. Until 0.3.2 this returned
SecurityFileScanResult { safe: true, issues: vec![] } for every input
without reading the file at all – a scanner that unconditionally
certifies its input as safe is worse than no scanner, because callers
act on the certificate.
§Errors
Propagates CodeScanner::scan_code, which refuses to report a clean
result when it has no rules or signatures to check against.
