Why a policy file cannot be used. Any of these keeps guard from deciding.

Messages include their cause, so no variant also exposes it as source: a chained report ({:#}) would print it twice.

Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.
