Pure-Rust implementation of element-wise and reduction ImageOpsPort methods.

gaussian_blur and resize return ImageOpsError::Backend("unsupported in PureRustImageOps: requires OpenCV backend"); they are outside scope for pure-Rust reimplementation per issue #1.
