Arguments for onevcs reclaim: retire’s, and whether to discard a branch whose work nothing landed.

retire: RetireArgs

The arguments onevcs retire takes too.

discard: bool

Also delete a branch kept only because it holds commits nothing landed and no retry superseded, discarding that work. Every other reason to keep a branch still refuses it.
