Fields

item_ref: String

The citation exactly as written, e.g. "#1129" or "PR #1629" — not a reconstructed owner/repo#N, since the raw text already carries whatever form the issue used.

url: Option<String>

Resolved GitHub URL for terminal links; not part of the data format.

state: ItemState

Always ItemState::Open: a closed citation is settled and is not reported here.

relation: CitationRelation

The citing text’s explicit relation to this open reference. An unspecified relation does not imply that the citation is irrelevant.

could_be_cheaper: BTreeMap<String, f64>

The probability, per stage, that resolving this citation would leave less of that stage’s work remaining than the text implies. Only "design" is populated. An implementation-worded twin scored within 0.05 of it on every one of 15 cited issues, so it is not asked separately (see #1812 and the #1871 round-4 evaluation).
