Fields

item_ref: String

The citation exactly as written, e.g. "#1129" or "PR #1629" — not a reconstructed owner/repo#N, since the raw text already carries whatever form the issue used.

url: Option<String>

Resolved GitHub URL for terminal links; not part of the data format.

state: ItemState

Always ItemState::Open: a closed citation is settled and is not reported here.

could_be_cheaper: BTreeMap<String, f64>

The probability, per stage, that resolving this citation would leave less of that stage’s work remaining than the text implies. Only "design" is populated for v1 — "implement" is deferred pending the same kind of live validation design got (see #1812).
