One marked region, as a 1-based inclusive line span.
Both marker lines are inside the span. They are comments, so they are never executable and never appear in a coverage report — including them costs nothing and keeps the span identical to what a reader sees in the source.

start: u32First line of the region (the opening marker’s own line).
end: u32Last line of the region (the end marker’s line, or start for the
single-line form).
reason: StringThe mandatory reason text explaining why the region is silenced.
