Tallies declared commit scopes against scopes.yaml, reporting unknown, unused, and scope-less commits.

Lint(LintCommand)

Validates scopes.yaml against the source tree: every file_patterns entry must match a tracked file, and every tracked file under --root must be matched by some scope.
