Retry policy configuration

max_retries: u32

Maximum number of retry attempts

initial_delay: Duration

Initial delay before first retry

max_delay: Duration

Maximum delay between retries

multiplier: f64

Backoff multiplier for exponential backoff

use_jitter: bool

Whether to add jitter to delays (recommended to prevent thundering herd)

jitter_factor: f64

Jitter factor (0.0 to 1.0, where 0.5 means +/- 50% variation)
