Wire codec selected for encoding a message on its next send.

Carried in-process only (never serialized) and defaults to WireCodec::Json, the universally-understood encoding. The transport manager stamps WireCodec::BinaryV1 just before send when the recipient is known to support the compact binary format; mesh transports honor the stamp at drain time while the internet transport always emits JSON.
