Primary durable destination for an event.

Tier is a routing hint — the same envelope may also fan out to metric/trace sinks regardless of tier. Audit has stricter delivery semantics (bounded blocking + spool); see 11-runtime-core.md § 6.4.

Variants (Non-exhaustive)

Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.

Unspecified = 0

TIER_UNSPECIFIED; never appears in a well-formed envelope.

Log = 1

Durable, queryable; default for most events.

Metric = 2

Aggregated; payload may be discarded after counter increment.

Trace = 3

Spans; envelope trace_id / span_id are required.

Audit = 4

Compliance: separate retention, encryption, immutability.
