This enum is marked as non-exhaustive
Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.
Drop
The envelope is dropped before reaching the worker.
Keep
The envelope is kept under the local rate (or severity floor).
ParentSet
The decision was forced by an upstream traceparent.sampled;
the emitter should stamp SAMPLING_REASON_OVERRIDE.
