Mutually-exclusive addressing for an agents message call.

Direct composes {parent}/{agent_instance} (parent defaults to Config.agent_instance_hierarchy when omitted) and operates against that hierarchy. Tag is resolved against the tags DB at call time: a BOUND tag becomes effectively a Direct target, while PENDING / ABSENT falls back to pure enqueue against the tag name.
