A doc test module (spec docs/superpowers/specs/2026-10-11-phase-3-5b-doc-tests-design.md §5), at a path of its own that need not be on disk. In a package’s program it imports what a tests/ module imports, and no file beside it; without a graph (std’s doc tests) it imports nothing. A program with one keeps only the test each doc test module adds.
