Per-run dry-run / apply selector. Mirrors install::Mode / uninstall::Mode / restore_backups::Mode so the four lifecycle commands share an identical surface. Sprint 4 will fold these into one shared Mode (see Plan 04 Task 2.2 advisory R-10).
