Restore target captured when plan mode is entered.

Mirrors the leak’s prePlanMode field (permissionSetup.ts:1458-1489). Today we only track the binary “was-plan / was-not-plan” axis, but the field is a struct enum so future modes (acceptEdits, bypassPermissions) can be added without breaking existing serialised state.
