LLM-facing tool that reads this agent’s own JSONL transcripts. Useful for self-reflection (“what did I tell her yesterday?”), debugging (“what did the tool return in session X?”), and lightweight cross-session search.

The tool is scoped to ctx.config.transcripts_dir — it cannot see other agents’ transcripts. Current-session access is allowed by default; other sessions are readable because they belong to the same agent owner.
