Generate CIDs command

Uploads policy files to IPFS via Pinata and generates a policy_cids.json file containing all CIDs needed for on-chain policy and policy-data deployment.

NOTE: Pinata is the currently supported IPFS hosting backend, but the Newton protocol itself is IPFS-backend agnostic. Any pinning service that produces valid IPFS CIDs can be used.
