The caller injects these. A definition cannot add one, which is the property that keeps authored markup from naming an executable thing.

The option this action answers to.

handler: HandlerId

What the caller will run.

audiences: Vec<Audience>

Which audiences may invoke it. An audience the offer admits is not automatically an audience every ACTION admits.
