Encode a message’s worth of typed records into NDEF wire bytes.
Fails rather than truncating, everywhere: an over-long message, an over-long language
code, a URI that is not the ASCII RFC 3986 permits, an unknown record type. A tag written
with a body that does not match its own NLEN is worse than a tag not written at all.
