legacy_bind_ip

Start a server from action parameters (used by /load command) Returns the server ID on success The address a protocol without default_binding() listens on: loopback by default, the caller’s host when one is named. localhost is accepted as loopback; any other name is refused, because this path binds an address and never resolves one.
