Packet-derived connection IDs used to validate an RFC 9000 handshake transport-parameter set.

Each ID is from the first Initial packet in the direction named by RFC 9000 section 7.3. For Self::Server, Some(retry_source_connection_id) means the client received a Retry; its value is that Retry packet’s source connection ID.
