Struct Distance 

pub struct Distance(pub Duration);

Proximity distance for CapabilityQuery::nearest. Wraps Duration so callers can’t accidentally swap it with a wall- clock duration. RTT “missing” (e.g. no proximity data for a candidate) is represented as None at the lookup boundary; nearest ranks unmeasured candidates at the back.
