What a client says it needs.

Note what this does NOT carry: the client’s full vocabulary. It carries what the client REQUIRES. That asymmetry is deliberate — a client should not have to enumerate everything it knows in order to connect — and it bounds what the engine can honestly report as a gap. See Compatibility::CompatibleWithGaps.
