Expand description

A partial update to the runtime options exposed by the binding.

configure_partial merges these fields into the latest configured options, validates the merged candidate, and commits it while holding the runtime controller lock. Fields that are not exposed for partial updates, such as thread_name_prefix and park_deadline, remain unchanged.

Some(Duration::ZERO) disables lingering; other values are clamped to MAX_DRAIN_LINGER_MICROS by validation.
