Retains one admitted CurrentThread host callback in its runtime generation.
The host must keep this opaque lease alive until its native callback has
acknowledged or failed the delivery and destroyed every callback-owned
payload. The Rc marker prevents moving a TLS generation guard to another
thread before it restores the callback thread’s prior runtime identity.
