§max_files: usizeFiles listed, most central first.
max_symbols: usizeSymbols listed, most called first.
budget: DurationWall-clock the whole brief may spend, [RANK_BUDGET] by default.
Duration::ZERO is a budget already spent — every count comes back
as the lower bound reached, which is what the tests use. A budget too
large to add to the clock is no budget at all.
