插件指令要宿主去问的那一次：/ 模式里输入以某个生效的插件触发词开头、这份预编辑串还没有缓存的行时才有。宿主把触发词和参数交给触发词的主人，再把结果连同这个值交回 Session::apply_plugin_command_rows；会话或预编辑串已经变了的回答被拒绝。

trigger: String

argument: String

触发词后面的小写字母，可以为空（/uuid）。
