Bond resolution carried by Action::AdminSettle / Action::AdminCancel.

Lets the solver express slash decisions independently from the trade outcome (settle vs cancel). Absent payload (null) ⇒ neither bond is slashed (release-by-default, coherent with the “when in doubt, release” invariant).

Slash the seller’s bond (if posted).

slash_buyer: bool

Slash the buyer’s bond (if posted).
