One process’s CPU usage rising sharply between two samples (§11.2).
Explicitly a one-sample inference, and therefore Confidence::Low as §11.3
requires. The previous value comes from the retained contributor evidence, keyed
on the full ProcessIdentity, so a reused PID cannot be reported as a spike in
the process that used to hold it (§26).
