Cluster-wide feature level (spec section 17: separate from binary version; ADR-0010 decision 3).

The level never lowers: it rises only when a FeatureActivation is applied at quorum, and rolling it back requires the restore-based path documented in RollbackPath::RestoreFromBackup.
