Idempotent insert. Returns Some(row) if newly inserted (worker should then send an email), None if a matching alert already exists.

Active (non-dismissed) alerts for the given period, newest first.

Dismiss an alert. Returns the updated row if it was active and owned by the given org; None if it was already dismissed or didn’t exist.
