Body for POST /v1/worker/degradation (GH #32).

The persisted shape is DegradationEntry, not this struct: the server injects step_ref / attempt / at on the way in. JsonSchema is derived because this body is hand-authored by worker harness implementors, who read it from mse://api/http-endpoints.
