Pure, deterministic plan. The caller commits each direct batch and enqueues each relay row separately from the advance batch.

Fields

direct: Vec<DirectIndexBatch>

Upserts whose target is the source partition.

relay: Vec<RelayV1>

Upserts for other partitions, already bounded for relay delivery.
