The outcome of reading and decoding one RefCandidate’s wire
content — matching collect_refs’s old per-entry handling exactly:
an I/O failure drops the entry from the listing entirely (the same
silently-skip posture the sequential path already had for a transient
read failure or a race with concurrent deletion); malformed-but-
readable content keeps the entry with Ref::hash None.
