The verdict on report: its total’s floor against the ceiling.

The floor is the whole estimate when every line priced and a lower bound otherwise, and the verdict says which: a breach of a lower bound is a breach by at least the overage, and staying under one proves nothing about the true figure. An empty report is an exact zero, not a lower bound: nothing on it is unpriced.
