Two sites, one registry. The hooks block is the general one — a hook
is engine-addressed, so most hooks have no route to claim. readyz is
the exception: it shipped (R756-F5) with “claiming the route IS the
opt-in”, so an app that declares a mode:"ssr" /readyz route still
gets the readyz hook bound to that route’s bundle. Collapsing both
into one name→bundle map here is what lets everything downstream —
SsrChild::invoke_hook, AppReadyCheck, the JS harness — stop caring
which site a hook came from.
hooks wins if a workload somehow carries both; the two declaration
sites are rejected together at config-evaluation time
(validate_routes_config), so this is a defence against a
hand-written manifest, not a supported configuration.
