What the turn’s scope supplies to every tool call it owns: cancellation, the Ctrl+B background signal, and the shared web-byte budget sibling calls charge together. One of the three hats the old 24-argument dispatch wore; the other two are mermaid_domain::ToolDispatch (reducer-stamped session/policy context) and ToolServices (runner-bound services).
